Memorandum communicated by the Netherlands Legation, October 20, 1913.
AT the first International Opium Conference, held at The Hague in 1911-12, the Netherlands delegation proposed a draft convention, by which those countries which produce opium should combine, in order to prevent the smuggling of raw opium, to supply this article exclusively to the Governments of opium-importing countries.
In view of some objections raised, the proposal was withdrawn. The draft, with explanatory memorandum, may be found in the "Actes et Documents," I (p. 93, &c.), of the above conference.
The Netherlands Government are, however, of opinion that the above idea might be partly carried out, and that perhaps some of the Powers interested might conclude a convention bearing upon a limited territory, as e.g., Southern and Eastern Asia.
As the British Government, on account of the considerable exportation of opium from India, are in the first place concerned, the Netherlands Minister has the honour to apply to the Foreign Office, in order to be informed, if possible, what would be the opinion of the British Government as regards the desirability of concluding such a convention.
